AMENDED "LAW ON VAT" HINDERS
INFO TECH DEVELOPMENT

YEREVAN, May 6 (Noyan Tapan). The provisions stipulated in the second paragraph of Article 25 of the RA law "On Law on Value Added Tax (VAT)" hinder the work of the companies involved in the sphere of information technologies, heads of the companies of the sphere stated at the meeting of the Union on Assistance for Development of Information Technologies in the Armenian Development Agency.

The "HPLA" director Andranik Hovhannisian believes that the logic of the article enacted at the beginning of 2003, contradicts the policy of Armenia aimed at encouraging foreign investments and hinders export. The revised version of the article limits the possibility for VAT compensation paid out in terms of exported goods and services.

According to the RA legislation, the exported goods are not subject to VAT. If the law creates obstacles for export especially in terms of information technologies, considered a privileged sphere in the country, it must be changed, RA Deputy Minister of Trade and Economic Development Tigran Davtian said. However, he added, it is impossible to hear out and consider the opinion of experts and specialists from the tax sphere.
